Our Collective Employment Agreement
Our Collective Employment Agreement 1 July 2023 – 30 June 2025 forms the basis of our relationship with our employer the Ministry for Primary Industries.
A core principle of the CEA is “to foster a relationship of mutual trust, fairness and confidence to enable the parties to support MPI values and purpose”.

Our Library Resources
In addition to our Collective Employment Agreement, PVI and MPI have a set of addenda, which form our CEA Library. These give guidance as to how to apply a number of clauses and entitlements within the CEA where there is a judgement required to meet the principles outlined above.
The PVI-VS Library has been developed to assist professionals to make that judgement. It outlines the “essence” and “principles” of specific clauses to guide the professional to apply CEA entitlements appropriate to the situation in front of them and decide for themselves. Often it is a matter of making an on balance decision about what to charge for overtime or expenses taking into account the “swings and roundabouts” relevant to the situation. The veterinarian judgements are to be lightly monitored by management – the decisions need to be sustainable when challenged by others.
In March 2014, a Memorandum of Understanding between PVI and Verification Services was first signed by the PVI President Paul Mitchell and the former Director of VS, Chris Kebbell.
